According to the Announcement on Entry by Foreign Nationals Holding Valid Chinese Residence Permits of Three Categories (https://www.fmprc.gov.cn/mfa_eng/wjbxw/t1817370.shtml), effective from 0 a.m., 28 September 2020, foreign nationals holding valid Chinese residence permits for work(工作), personal matters(私人事务) and reunion(团聚) are allowed to enter China with no need for applying for new visas. The above-mentioned personnel shall apply for a stamped Health Declaration Form with the negative Nucleic Acid Test Report before departing the U.S.
Please be noted that Chinese Residence Permit(Sample 1/2) and Chinese Visa(Sample 3/4) are different. Residence Permit is issued by the Exit&Entry Administration Division of the local Public Security Bureau in China for foreign nationals who reside in China for certain purposes. The Residence Permits with indicated purposes of work(工作), personal matters(私人事务) and reunion(团聚) are applied to the above Announcement.
Chinese Visa is normally issued by Chinese Embassies and Consulates to foreign nationals applying to enter, exit from or transit through China. The entry by foreign nationals holding Visas issued before March 26 Announcement (https://www.fmprc.gov.cn/mfa_eng/wjdt_665385/2649_665393/t1761867.shtml) are still temporarily suspended.
Due to the Covid-19 outbreak, the Visa Office of the Chinese Consulate General in New York is temporarily closed. Foreign nationals located in the consular jurisdiction of the Chinese Consulate General in New York(Maine, Vermont, New Hampshire, Massachusetts, Connecticut, Pennsylvania, New Jersey, New York, Ohio, Rhode Island) who are coming to China for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may send email to cnnyconsulate@gmail.com.
